For 1080p at 240hz with a 1080ti, you'd get better performance than a Ryzen 5 3600—it's close to the i7 8700k. A 3600mhz RAM is more than enough, and 3200mhz is just a bit more expensive than 3000mhz. The Z390 chipset is nearing the end of its life, and if you're using Intel, upgrades are limited to what's already available.

It's worth the wait. This kit works well with my 3600. The price varies by country, but $85 for the 16GB 288-pin DDR4 SSD is a good deal.

Z390 is nearing its end of life; you can only reach up to the 9900k, which isn't worth investing in, especially within a couple of years when you'll likely need an upgrade and might have to pay a premium for a processor no longer made. AMD is the better choice right now.

A Ryzen 3600 paired with an x370 Crosshair VI Hero and Ballistix Sport RAM would make a great enhancement. The RAM can be significantly boosted, as I run my 3000/15 at 3600 MHz CL16. The Crosshair VI Hero offers excellent VRM design and supports a 3950X later, along with Intel LAN and additional capabilities.

An X470 board works well, MSI options tend to be affordable, and other B450 models such as the Steel Legend, or MSI Gaming or Tomahawk boards are also acceptable.
