It would be quicker/more convenient to reinstall Windows using just the SSD connected. This is likely if there are no important files or settings on the drive.

I mean precisely what you're asking. In my experience, re-downloading all the software would take much longer than using the repair option. Should I suggest sticking with the command prompt method or the one recommended by themctipers?

Start with @themctipers' approach, then try my method. My process might be a bit more complex, but it functions well once you have a functional setup—Windows won’t block it unless you’re not prepared.

Same problem again. The EFI drive is what lets Windows start in EFI mode, and it's located on the HDD. You might try moving the partition to an SSD, but that could also not work. If it doesn't, the best solution is to reinstall Windows using only the SSD connected. You won't be able to recover from a backup if you do this, because the EFI partition won't align with the saved files. Transfer all personal data to the HDD and get ready to spend several hours rebuilding everything—from software to updates. For Steam Games, even though Steam is closed, if you move the Steam library folder from the SSD to another location, then reinstall Steam, it should work.
