I've attempted nearly all conventional methods to access the boot and utility options, but I'm still unsure why this issue arises. What could be causing it, and what steps have you already tried to fix it? You mentioned trying power + shift during startup, using f2, f5, f9, f12, and switching to pure shutdown.
