It seems OpenIV has been shut down, which is disappointing. Are there any copies of the installer available for OpenIV 2.9?

It will likely function for some time despite its age. The updates were probably necessary to keep it compatible with newer games. You might want to consider switching tools until the situation improves with Take-Two.

I possess a previous version of GTA V and am checking if opening it in IV remains functional.

I'm really nervous about trying that tool again after everything with GTA threats and the money removal events in the gunrunning DLC. If you play like any other server, you'd notice everyone complaining about how Rockstar took away their huge sums of money. They definitely know how to spot mod users now, and honestly I'm scared to even use mods in singleplayer because of the risk of getting banned.

They didn’t make this choice because of a rockstar; instead, they just shared a recent update about collaborating with Take-Two to address concerns that could satisfy both the studio and the community. There’s no indication of trouble with single-player mods and no signs of a ban threat.

Rockstar has consistently incorporated OpenIV into their promotional content on their official site for many years. A potential lawsuit from Take Two would likely face very questionable legal grounds.

Wait, what? This could really change things if it’s true. Anyone can check and see T2 is full of empty promises. By the way, it’s funny how GTA V ranks compared to No Man’s Sky—its current position is even lower.

And indeed, appropriately so. Rockstar can leverage the wave of reviews and proceed to T2 like "see what you've done?"
