Have you attempted removing Chrome, checking the box for deleting browsing history, and then reinstalling it?
Holy mackrel, I believe I located the Steam Try directory. The %LOCALAPPDATA%\CEF folder is the Chromium Embedded Framework cache. You might also want to clear %APPDATA%\..\LocalLow\NVIDIA\PerDriverVersion\DXCache.
Nothing in that folder for me. I'm beginning to think it's something else. New Electron/Chromium apps that are installed break at first launch.
