The most unusual part is that I’m unable to link using just my public IP address, while others sharing the same ISP can connect easily. This issue started after I changed my modem, though I’ve already adjusted the ports. What steps should I take next?

Your internet service provider is the one you're connected to, and whether they employ CG-NAT depends on their specific configuration.
