I think the verification sign beside processor count should remain off, then restart and you'll utilize every available core.

It doesn't just happen randomly. Probably a simpler cause exists, such as an AV scan, update, or another process that suddenly consumed resources, leading to lower FPS. If it repeats, capture a screenshot of the task manager list ordered by CPU or memory usage for better details.
