Your Sceptre IPS 24” Gaming Monitor (E248B-FPT168) isn’t receiving your desktop signal. The RTX 3070 functions properly through DisplayPort on your main monitor, but it fails when connected via DisplayPort from your primary monitor to the Sceptre. Switching to HDMI and GPU output to the Sceptre doesn’t work either. A new cable seems to resolve the issue. It appears the GPU isn’t recognizing the Sceptre connection. You’ve already updated drivers, so consider checking the monitor’s power settings, ensuring it’s properly seated, or testing with a different cable or port.
