Typically when both B slots (or A slots) fail, it indicates a dead memory channel in the CPU's memory controller. You can verify this by connecting another CPU or bringing your CPU under test.

1. The CPU isn't firmly placed and some memory controller pins aren't connecting to the B1 and B2 dimming ports. Verify the CPU is correctly seated and inspect for bent or missing pins. 2. A faulty RAM stick is causing errors when connected to the B1 and B2 slots. Test by using only one RAM stick at a time and attempt booting through the B1 or B2 ports. If none work, further troubleshooting is needed.
