Is Steam the sole cause of this problem? Where are you situated? Is this your personal home connection where you can interact with network hardware? Do you have another device available for testing, or is this affecting your main PC and network? The easiest way to check would be to empty the download cache in Steam.

The Spotify app and WhatsApp were experiencing problems, but only the app was affected. Using them in the browser was fine. I also tried your suggested solution, but it didn’t help.

A clearer way to check is if you use more than one device that functions as a router. For instance, some homes combine an all-in-one modem/router/Wi-Fi device from their ISP with additional routers, but they don’t switch between them in AP/bridge mode. This leads to NAT happening twice, which can create problems in certain scenarios. Personally, I have triple NAT between two ISPs; disabling it isn’t possible because Edgerouter requires NAT for failover, and I also don’t need unique setups or many internet activities.

There was a single device, a TP-Link Deco. However, it functioned mainly as an enhanced WiFi repeater because it was linked to the router rather than the modem.
