Hey there. I'm trying to fix the stuttering on my PC, but so far nothing's working. My setup includes a Gigabyte 4070 OC with 5800X3D, 32GB G.SKILL, a 3600MHz CL16, 650W seasonic gold x570, Aorus Elite motherboard, and Windows 11. I've done everything possible—removed graphics and audio drivers, flashed a new BIOS, wiped the OS on a 990 Pro 2TB SSD, and downloaded all games onto the new drive. I'm really stuck and would love advice from someone with more experience.
A simple step is to install GPU-z and open the sensors section. Let it operate in the background and test some games or apps that often stutter. Check the GPU-z charts and you'll see a PerfCap Reason value indicating performance limits. This can help identify GPU-related issues. If it's not a GPU problem, adjust certain settings to see if it improves. For instance, change your RAM speed from 3600 to 3200 MHz and see if that helps. Consider disabling Fastboot, as it doesn't affect performance and may prevent Windows from shutting down properly. Let me know if this assists!
I've got the newest firmware for the 990. The AMD chipset was just updated recently. I haven't adjusted my vBios on the GPU yet. RAM is configured at xmp with a clock speed of 3600, and the voltage is slightly undervolted at 5800x3d. I'm seeing maximum temperatures between 75-80°C on Cinabench. Running the Lian Li Galahad 360 AIO.

Yes, it’s a comparable procedure to updating a motherboard BIOS. I haven’t changed GPU BIOS myself, and I’m using 1080p.
