I just re-applied thermal paste yesterday. My previous issue was fixed by removing two RAM sticks. Now CPU1 is running again at 103°C. It's a Dual Xeon E5 2630v3 with an Asus Z10 P-E16 motherboard and 32GB RAM. It seems the internal Ethernet stopped working. I'm using LEA watercoolers.
It seems the waterblock might not be placed correctly on the hotter CPU, or the pump could be malfunctioning if it's running on a separate loop.
