You're experiencing a delay when restarting your PC, specifically waiting a full minute for the Ethernet to activate. Despite keeping drivers updated and trying to revert the Ethernet driver, the issue persists. It seems the problem began after switching to a newer Ethernet switch and was resolved when you temporarily used an older one. A new switch seems to be the root cause now.
What operating system is this? Win11 22H2 works the same again... it did before, especially after a big upgrade on Win10 a few years back. It was resolved a short while later.
