You're experiencing the same problem again. After updating your drivers, reinstalling Chrome, and swapping out your DP cable, you turned to online forums for help. You're hoping for a solution soon. Also, you're using a 3070 FE.

I fixed the app freezing during resizing by navigating to: System > About > Advanced system settings > Performance (Settings…) > Disable "Animate windows when minimizing and maximizing"
