There are still more updates available, though you probably anticipated them. Additionally, it’s unclear where a 4.9GB download is offered for Windows 8.1—those ISOs I mentioned are typically around 4GB.

I retrieved it from a disk. The 64-bit version was created by formatting the USB drive and then transferring files from the original disk onto it.

The information on the link mentions two versions: a 32-bit and a 64-bit, with your 64-bit version being 4.9GB.

4.9GB is sufficient. During installation, Windows setup will pull files and create many others. After setup, it will reach around 20GB. The minor size change might come from the ISO creator software, depending on how it handled the DVD disk replication, and the actual size can differ by region since Windows comes with local language versions. Once you install Windows 8.1, everything should work properly.
