Will 22H2 or 23H2 be installed on the Windows 11 HP PC via Windows Update after using the OEM factory settings memory stick, which restored the system to a 21H2 version?

It is accurate. You can only change from 22H2 to 23H2, so first upgrade 21H2 to 22H2. This can be done through the standard Windows Update if the update appears as available. If not, obtain the Windows Installation Assistant and perform the upgrade via that method. After reaching 22H2, the upgrade to 23H2 will be suggested automatically by Windows Update.

Or, instead of using a factory reset with the vendor's USB drive, download the 23H2 installation media from the same link and perform a clean install. Windows Update will detect all your drivers, leaving behind the unnecessary software that the vendor USB typically installs.

Yes. If it doesn't do that automatically within 7 or so days, you can always manually let Windows to check for updates from Windows Settings window. Then, there is always the option to manually download and install the update yourself, IF the automatic update, for whatever reason, doesn't work.

Thanks, but it seems since 21H2 isn't supported anymore, there won't be any more updates coming through, which made me a bit concerned.

Sorry to repeat the quote, but I've also been informed that:
No, if you perform a factory reset on your Windows 11 PC and it results in 21H2 (which is no longer supported),
23H2 won't automatically become available via Windows Update later on.
This happens because Microsoft has ceased providing upgrades for Windows 11 23H2 from older, unsupported versions such as 21H2.
I'm quite puzzled and would appreciate any additional clarification.

It is accurate. You are limited to upgrading from 22H2 to 23H2, which means you must first upgrade from 21H2 to 22H2. This can be achieved through the standard Windows Update if the update appears as available. If not, obtain the Windows Installation Assistant and perform the upgrade via that method. After reaching 22H2, the upgrade to 23H2 will be suggested automatically by Windows Update.

Instead of performing a factory reset using the vendor's USB drive, you can download the 23H2 installation media from the same link and install it cleanly. Windows Update will then detect all your drivers, providing a system free from the additional software that the vendor USB drive installs.
