Oc'n GPU tied to Motherboard?

I'm just getting started with building PCs and have become quite interested. This might be a bit of a stretch, but I wanted to ask if you could help me overclock the GPU when my motherboard doesn't support it? Also, are GPUs and motherboards different things? For instance, I have a ROG Strix B360-F gaming motherboard (it doesn't support OC).

the motherboard does not allow CPU overclocking like with all b360 MB models, but the GPU is a separate component and using the proper software enables overclocking of the card.

Yes, it is possible to customize a dedicated GPU separately from MB.
