So I own a Sapphire Nitro+ RX 480. Its stock GPU speed is 1306 Mhz, and the memory clock was at 1750 with 0% power limit and 0mV. I've overclocked it to 1340 MHz, 1773memory clock, and only a 23% power limit. I haven't adjusted the voltage settings. Is this too much? What's the maximum I can overclock it to stay safe—so I don't exceed 70% of that number?

You should be able to reach a significant height beyond that, particularly with the memory clock. Ensure a consistent core clock before adjusting the memory clock. Keep an eye on statistics and stability, increase gradually until it stops working. Guide here

If it isn't stable it will crash. Watch temperatures and follow the manual carefully. Check the in-game OSD for stats. The answer depends on the OC software you're using.
