Occasionally there is no display after posting.
My PC began displaying this behavior after turning on normally, but it fails to show the display after the BIOS screen. I restarted it multiple times using the power button, and it works properly each time. This issue tends to occur intermittently, especially after a correct startup. Usually, other restarts resolve it until the following day when it happens again. When it powers on correctly, the Windows spinning wheel stutters several times.
I attempted to reinstall Windows, update the BIOS, and reset the GPU and RAM, but nothing resolved the problem.
Recent hardware changes include replacing the RX 5700 XT with a used RX 6800. My 6800 is undervolted to 945 mV at 2280 MHz and functions well during gaming.
What might be causing this?
I would attempt to remove the GPU undervolt and observe the outcome. If the system doesn’t boot properly, temporarily disable XMP. It would simplify things. Is Windows Fast Startup active? If yes, turn it off temporarily. This might resolve an issue with a corrupt hiberfil.sys file. These are just assumptions I’m making. Restore BIOS settings to default. My assumption is the system is identifying hardware issues and trying to find a driver. If you can’t shut down Windows cleanly, there may be a “dirty bit” on the drives needing a disk check. It could be unrelated.
I removed the undervolt setting. I actually turned off fast startup a few days back, and since then the issue began. Restarting the computer works, but shutting it down completely and restarting again sometimes causes the problem.
EDIT: I tried turning fast startup back on again; the wheel stuttering stopped and Windows booted normally. It's hard to say for sure if the problem is gone.

I'm not sure about the second sentence. The issue began after you turned off fast startup a few days ago. After you turned it back on, the problem stopped occurring. Disabling or enabling fast startup helps identify problems but doesn't solve them. If the computer boots normally with fast startup and doesn't when it's disabled, it suggests there may be power-related issues.
