it will start as expected but needs some adjustments. When I attempt to boot into Windows Safe Mode, it launches right away this time, but the previous version didn’t work. IMG_6906.MOV

If it enters safemode, the issue is likely related to your graphics driver or another driver that starts under normal boot settings, unless third-party software is interfering. Have you tried reinstalling the graphics driver? It’s best to reset it completely using DDU and reinstall fully. Are there any overclocking tools running at startup? Did you perform any overclocking in the BIOS?
