I will reinstall the operating system. You might lose drivers and installed apps, but you can do it again. It’s a good idea to back up your personal files beforehand. I understand that fixing the memory problem helped, but your system still has remnants of an infection. To remove it completely, reset Windows.

I have every indication it's malicious. While working with that system infected by the virus, significant memory usage occurred but it wasn't visible in the task manager. Also, the component the op overlooked uses only one CPU thread at a time. When you open the task manager, it abruptly halts. If you close it, it resumes using a CPU thread. This behavior suggests it's attempting to evade detection. Glasswire reported an unknown process trying to broadcast on a specific port, which is associated with trojan activity. The scan tool indicates the OS files are being altered, and Scannow marks them as corrupt. That's why a reset of Windows is necessary.
