Hello, a recurring problem has affected me over the past few years: excessive CPU consumption. It's not limited to one app or a specific service like svchost. Often, the whole system consumes more CPU as if throttling occurs, though I can usually confirm this using HWiNFO. All applications begin using 2 to 10 times their normal CPU usage while the system remains active for several days. A restart resolves it temporarily, but the issue resurfaces after a day or two. I realize I should restart my machine more often, even though it's annoying when I need to resume work the next day. I've reinstalled Windows 10 numerous times in an attempt to fix the matter, yet it keeps returning. While this doesn't seem to occur during a fresh installation, I do have many programs I must install on a new setup—such as Logitech G HUB MSi Afterburner (without Riva Statistics Tuner), Voicemeeter VRCX Spotify Discord Steam Process Lasso, Elgato Wave Link, Elgato Camera Hub, Blender, Photoshop, Clip Studio Paint, Substance Painter, Oculus, VSCode, Unity Hub plus Unity 2019/2022, Escape from Tarkov. My system specs are: CPU – Ryzen R9 3950X, GPU – EVGA RTX 3080, RAM – 32 GB (4x8 GB) at 3000 MHz, CL15 Corsair Vengeance LPX, motherboard – ASRock X570M Pro4 with BIOS version 3.90 (recently updated to 5.50), CPU cooler – NZXT X52 240mm, PSU – EVGA 750 B2, SSDs – ADATA SX8200 Pro, Samsung 840 Evo 500 GB, extra SSD – Crucial P2 2TB, HDD – Seagate Barracuda 2TB, NAS – TrueNAS hosted SMB with four local connections. Some ideas I’ve considered: I’ve put forward a few possibilities that might relate to or explain the issue, but haven’t been able to verify them properly. Here are my thoughts (just for your reference):

Spoiler Theory 1: The most recent reinstallation worked well across multiple restarts—lasting several days without recurrence. After installing Clip Studio Paint, the problem began. This seems the most plausible, though it’s hard to rule out other factors.

Spoiler Theory 2: I attempted to overclock my RAM, aiming for higher speeds. I discovered certain Hynix chips are more sensitive than Samsung B-die ones. I achieved a modest boost (around 3% faster X264 encoding), but the overall performance was limited. This, combined with other strange crashes and memory issues, led me to suspect my memory might be deteriorating. However, I ran a comprehensive memtest less than a year ago, before this CPU problem started. I’m not sure if it’s still valid, but I wouldn’t expect many severe errors now.

Use the open resource monitor or process lasso to identify which services are consuming the most CPU. It might be a specific application.

I neglected to update this discussion. After some investigation and shutting down various programs, I discovered the Elgato Camera Hub was the culprit. I re-running the system for a week confirmed consistent high CPU usage (as if throttling). Closing the Camera Hub reduced idle time from 10-20% to 4-6%. I've managed to replicate this in multiple tests. I plan to submit a bug report to Elgato. With the update, the Task Manager after six days shows 25-40% idle with all programs consuming significant CPU. It was surprising to see my CPU normalize since I acquired a webcam over a year ago.
