System Details: Processor – Ryzen 5 5600 at default configuration
Thermal Management – DeepCool LT520 240mm AI-Optimized
Graphics Card – MSI Suprim X RTX 3080 10G at reduced voltage 850mV/1875MHz
Mainboard – Gigabyte B550M DS3H
Memory – XPG D50 16GB (2x8) DDR4 at 3200MHz XMP speed
Power Supply – Corsair CX650-F

Issue Overview: Previously used the same rig with an AMD 6700XT, which also experienced similar "stuttering" problems. I switched to the RTX 3080 expecting a GPU-related fault. During CS2 gameplay, the experience became severe: screen would freeze, then the game would ignore my inputs for about 15 seconds. Afterward, it would resume with delayed responses. Later monitoring revealed power and thermal throttling events while the GPU remained idle at 54.9°C and 72.9°C at the connector. The same pattern appeared in the attached TechPowerUp GPU-Z log file.

Actions Taken:
- Disabled XMP profile – no improvement
- Turned off fTPM (based on AMD forum advice) – no effect
- Removed undervolting settings and restarted with stock parameters
- Considering CPU swap, RAM upgrade, or switching to an Intel platform

Additional Info: Open to sharing more details or running tests suggested by the community. Please advise how to proceed.

It mainly occurs in CS2 but can also happen in other games as well.

The game has improved significantly, but optimization is still needed.

Could the power issue stem from a failing PSU? If two cards are involved, it might be the PSU or the PCI-E connection that's faulty.

It occurs in CS2 currently, though it was previously seen in other titles like New World and Battlebit Remastered. After relocating them to NVME, the issue resolved, but it still happens even when I'm Alt-Tabbed out of the game.

The PSU is brand new and has never stopped working. Even when the CPU and GPU together use about 430 watts under full load—something that wouldn’t occur during a gaming session—I still have enough capacity, at least 170 watts, left for other devices.

New products often come with issues and may not last long.

I understand your point, I will attempt to set up another PSU and see if it reproduces the mentioned problems.
