Hello, I'm on an i5 4690K and today I attempted something unusual by adjusting the core clock to 5.0GHZ and changing the voltage to 1.299. Although I realize it was a mistake, the system won't boot into BIOS now. What should I do?

Restore your BIOS to its original settings. Connect the motherboard jumper or remove the coin-type battery. Refer to your mobo manual for specific steps.
