Sure, I'm checking my OC (4.7 1.275V) and my temperatures are between 86-90 with an average of 73.2. Should I focus on the maximums or the averages for a healthier setup on my 4790k?

Above 80c is a worry. If your usual temperature is around 70c, that's fine. Try to reduce the voltage slightly and use a better cooler.

Above 80c is a worry. If your normal load drops to 70c, that seems fine to me. Try reducing the voltage slightly and upgrade to a better cooler. When you mention "Above 80c is concerning," you're referring to maximum temperatures. If your regular load at 70c is acceptable, it's likely about stress testing during overclocking.
