That's not a thing I've ever heard of and I've worked in computing my entire life... So you're saying that if he was to go to whatsmyip it would give him a private IP address? What countries does this happen in?

In many Asian and European regions, CGN is employed to route multiple users through a single IP address. This creates a massive double NAT setup. Viewing whatsmyip would display the identical public IP used by everyone in the network.

Thank you for the update. I can access my ports, but I need to contact them individually using my client number, which isn’t possible because I don’t own the router. Would using a VPN that supports torrents change this situation?

A VPN with port forwarding and torrent support can function effectively. It provides a private IP address while assigning forwarded ports from its public IP automatically or via manual setup. I personally use AirVPN and it performs well.

The main concern is whether private torrents maintain your IP address when you switch services, which is normal with a VPN. I stick to public torrents for this reason.

Carriers in the US handle this situation... those using T-Mobile share an IP address. CGN addresses the issue of limited IPv4 space and explains why we didn't fully switch to IPv6.

This appears to be an update based on the tracker data, since even a standard address might shift. I’m not sure if the .torrent file you download is exclusive to your account or if your torrent client uses a UID—my private trackers will still follow.
