No, there isn't. However, efforts have been made to automatically adjust volumes, though these have not been very effective due to the difficulty in distinguishing between two separate video clips and a single clip with complete silence in the middle. As of now, I don't know any working solution for this. It's not impossible to create such a program, but it would require analyzing audio data and adjusting gain before playback—something that isn't feasible for streaming services like YouTube.
