At idle I consume around 6.2GB of RAM with Chrome using just over a gigabyte. If I run a memory stress test like MemTest and let it sit for about 10 minutes, then shut it down, my overall RAM usage drops to roughly 2GB. Wow.

Could this be an issue? Should I reinstall Windows? After about 5 minutes, the system was running at 3.4 GB with roughly 500 MB used by Chrome.

It might be a Windows memory leak. Check the RAM usage when you start the operating system.

Task manager opened instantly. After a few moments it showed 4.6gb total, with Chrome using around 460mb.

It needs a lot of RAM in Chrome. 2.8GB when it's not using Chrome is typical, so this isn't a Windows memory issue.

It started at 2.8 GB, jumped to 4.6 GB after 30 seconds, and Chrome uses around 500 MB, leaving roughly 4 GB without it. That suggests a memory issue. Running MemTest and turning it off brings it back to about 2.2 GB, then gradually recovers to around 3.5 GB. Why does this happen?

Your startups stay under 100mb of RAM usage, which is a good sign. Even if they were higher, it doesn’t clarify why RAM consumption dropped after the memtest.
