Generally struggles to maintain temperatures below 60°C. I bought a used prebuilt Omen 870-224. The seller hadn’t updated the thermal paste two years ago. It seems to be performing well on all-core at 3.3GHz, delivering around 1.025V on average. I’m confident it won’t slow significantly from 3.3 (at least in Cinebench) and is drawing about 33 watts. This is the first time I’ve seen such low temps from a stock cooler, and I’m worried about possible limitations from this shadow BIOS. I understand it doesn’t consume much power. I saw someone with a prebuilt system who also couldn’t get it above 60°C. The BIOS is quite basic. The GPU reaches a 91°C hotspot and stays there. Afterburner helps in that case. Right now it’s only installed on an 8GB RAM stick, an i5-7400 GTX 1060 with 3GB, 8GB, 2666MHz. I’m not sure about the motherboard, but it claims a 500W Bronze HP PSU. The 1060 uses up to 130 watts max, so I doubt the PSU is the issue. But I’m not an expert.

Its performance is likely restricted by the BIOS settings on the CPU and/or the VRM not supporting a 65-watt processor.

Isn’t 65W just the maximum current draw? I’ve seen the typical usage range is 35-40W. The clock speeds stay steady at 3.3V. VRM is likely affordable, but it’s delivering 1.025 boosts which isn’t bad for a low-power chip.
