I'm experiencing a strange frame skipping, stuttering, or fluttering when moving the cursor in-game. It seems to occur only when the framerate exceeds 144 FPS on my monitor, which is 144Hz. The issue isn't visible at lower framerates but becomes apparent once the monitor is set to 144Hz. I've been trying to resolve this for a few weeks and don't know what might be causing it. Here are my specs:

CPU: Ryzen 7 2700X
GPU: RTX 2080 Super
RAM: G.Skill 8GBx2 at 3200Mhz
Motherboard: ASUS ROG X470-F
PSU: Corsair RM850x 850 Watt

It's possible your frames are slightly below 144 due to a minor setting. Please share what steps you've already taken so we don't repeat efforts you've already tried without success. Also, let me know which BIOS version you're using for your motherboard and the games you're encountering problems with.

I've attempted to reset all my NVidia Control Panel configurations, enabled Windows Game Mode, adjusted monitors, ran SFC /scannow, modified power settings, and that's about it.
I'm currently using Windows 10 Version 2004.
BIOS Date: American Megatrends Inc. 5406, 13/11/19
Initially I believed the issue was limited to games built with Unreal Engine, but then I realized it affected every game I've played, so listing them wouldn't help much. Including chrome apps like Google Earth or scrolling quickly up and down a page.
I also question whether the frame rate drops below 144 because higher rates usually mean more noticeable frame skipping. What's puzzling is that performance deteriorates significantly around 300-400 FPS in games, then improves to near normal at about 500 FPS, which seems contradictory.

I restarted my computer and uploaded just the essentials along with the game Squad to test, but it disappeared.
After that, I left the computer and didn’t download anything else.
A few hours later, I returned to play Squad and the issue reappeared.
