Video may become quite demanding on the CPU if it can't match the GPU's performance, and this becomes even more noticeable during streaming (CPU usage rises). More details about your system would assist us better. MX4 is merely a type of thermal paste—it doesn’t give much insight. What matters for helping you: fans (type, brand, model, size, quantity, orientation), RADIUS (if any—size, mounting points, brand, orientation, etc.), CPU cooler or AIO pump, case brand/model, and the specific CPU and GPU models. Rad is positioned at the front, with fans pulling air into the enclosure. The remaining three fans handle exhaust. One of the top fans exits from the rear.

Package spikes often occur with these devices. I guessed I tried a similar approach (Amazon Prime Video) while monitoring my iCue temp control and noticed temperature swings between 55-65°C for a short time. It stabilized around 43°C, and I’m using air cooling. What you’re seeing is likely the CPU warming up as it handles incoming data to the GPU, which fluctuates while it refills the buffer, essentially "filling the tank." They might be running more often due to the 3080 being active, while my system is a 3060ti. These Zen3s tend to raise temperature rapidly when under stress.
