My setup includes an I5 9400f processor, 24 gigabytes of RAM at 2400 MHz, a GTX 1080 Ti, a Samsung SSD 860, and games such as CS:GO and Forza 4 that often show minor stutters. I enabled the GPU monitor for Forza, but it indicates GPU usage stays below 60%, suggesting no GPU issue. I experienced micro stutters even when playing Fall Guys, and while running Division 2 at ultra settings with many bosses on screen without any FPS drop, the problem persists. No matter the graphics settings—medium, low, high—the micro stutter remains unchanged.

60% GPU consumption indicates CPU constraints. Assume CS:GO isn't the same as Forza4 or Division 2. Each game impacts systems uniquely. What display are you using?

I have a philips monitor at 75hz with g-sync. I adjusted the FPS from nvidia settings to 70 and 60, but it still stutters sometimes even at 38 fps.

Did you turn GSync on yourself?
Your monitor supports a refresh rate between 48 and 75Hz and lacks LFC. If the frame rate falls below 48Hz, you'll experience stutters. Aim for at least 75 FPS to avoid issues.

Fps stays above 48, adjusting the standard lowers it by 5fps. At 75 it drops to 73-70, and at 70 it goes down to 68-65.
I checked Task Manager and saw CPU usage hits 100% when the game runs. Should be fine with an i5, but I think the CPU might be the issue. The recommended model is i7-3820, my i5 seems a bit behind. :/

Like I said (and you verified with CPU usage at 100%), your FPS is CPU-limited. Since the 9400F isn't overclockable, there's nothing to do on that front.
Now it's just a matter of making sure your CPU is performing to it's greatest potential:
make sure your CPU frequency is as expected
that you haven't disabled any CPU cores.
make sure you don't have any programs that are sucking CPU resources in the background while gaming.

Yeah, but what about CS:GO or the Fall Guys? They're not fully functional. Can there be a way to manipulate how Steam launches the games?
