I watch streams via Open Broadcast Software and experience poor quality at 720p. My internet connection details are listed below. OBS settings I use: encoding encoder x264, CBR on, padding enabled, custom buffer size on, max bitrate 3000 kb/s, buffer size 3000, audio codec AAC, bitrate 128, format 48kHz, stereo channel. Video adapter is NIVIDIA GeForce GTX 750 Ti. Resolution set to 1280x720 at 30 fps. Advanced options: multithreaded optimizations on, high priority class, ultra fast encoding preset, main profile, CFR on. PC specs: AMD A8-3870 APU with Radeon HD Graphics 3.00GHz, 8GB RAM, NVIDIA GeForce GTX 750 Ti, motherboard Gigabyte G.A. 970A UD3P. OS is Windows 7. I plan to upgrade and want advice on OBS settings or better streaming tools that support MP4 files with multiple layers. Thanks! (Apologies for any unclear English.)

I believe you should boost the bitrate. It looks like your PC isn’t sending enough data. Try adjusting the settings to improve your upload speed. EDIT: I might be mistaken—I recalled something about encoding. I haven’t used this recently, and I haven’t applied it for streaming yet.

A bitrate around 8000 or 5000 kbps is typical for streaming services, depending on the content and platform.

The maximum allowed upload size in the Netherlands is 10MB, but many people stream 720p without issues. Even 4MB seems sufficient for them.

Increase the bit-rate in encoding. The software will then transmit more data to the server. You should aim for a maximum of 10000, as your upload appears to be that. EDIT: I haven’t checked your PC specifications yet. I thought your PC was sufficient based on your internet speed. Follow the above advice.

You shouldn't increase the bitrate beyond 3500. You can achieve high quality at 720p using a bitrate between 2200-2500. Remember that only Twitch partners offer scaling options for viewers. Streaming 720p with an excessively high bitrate may result in choppy playback because their connection won't handle it.
