Set up a timeline for your build and use a webcam plus OBS. You've already achieved recording one frame per second, but you want each second to translate into 30 frames in the final video. It looks like you want to adjust the video speed. You may need to use editing software to reduce it to 30 frames per second in real time.

OBS is mainly for capturing and broadcasting video. It would have to compress the video twice, which would be complex and demand significant processing power from the CPU.
