It seems to rely on the cooling and power constraints at hand. That's quite an older GPU—around 2009, added to the NVS 300 in 2011, meaning it was built with a relatively outdated chip and remained low-end even upon release.

I previously owned a NVS 315 that I overclocked slightly, though the improvement in performance wasn't significant, yet the results were still quite noticeable.

This question seems quite broad regarding Linux settings. Many suggest using the command line, though there are also numerous GUI options available. LACT was mentioned during my searches, but I’m unsure if an older GPU like this is supported, as it might depend on newer methods for managing GPUs. My current Linux setup includes Intel Arc, so I don’t have direct experience with overclocking Nvidia.
