This occurs once I perform a factory reset on the PC, even after installing the MSI afterburner after turning off the GPU. The GPU restarts and reverts to its default performance right after I power on the system.

Yes, Afterburner is configured to start automatically and apply your custom overclocking settings during Windows boot.

Discovered a solution. The issue stemmed from the Gigabyte control center, which resets GPU settings when opened at startup.

Great observation. The MSI Center works similarly on my PC, possibly due to timing differences. If you require Gibabyte Control Center, it might help delay Afterburner startup. It's uncertain if this will fix the issue, but worth trying.

Sounds like you have a conflict of software. Afterburner being installed likely screwing up the Nvidia software tune, and if you plan to use Afterburner, it needs to be set to start at boot. Gigabyte software.. yeah good luck there. Most if not all motherboard software is garbage so if you can remove it, do so.
