if it's an SSD, you shouldn't defrag it. you actually need a partition on it to do so. use a filesystem that supports defrag, like fat32 or ntfs.

it's a 7200RPM external hard drive, not an SSD. Is there anything already on it? Or are you installing it now? If you've used it before, what was connected to it? It doesn't appear to be Windows. For instance, if it was used as Xbox external storage, they likely use a special proprietary format that Windows can't repair. Defragmentation isn't the right solution here—you should focus on disk initialization.
