They might be using an install disk or USB. The builder could run the Windows 10 media creation tool with a USB drive to create a fresh, updated installer if they have another computer available. If the disk or USB from a previous time isn’t working, that’s usually the first thing I check when Windows 10 installation fails or crashes.
