When adjusting settings in bf4 or saving game files, the changes aren't taking effect. You're experiencing the same resolution and frame rate as before. Try restarting the game or checking if there are any recent updates that might affect performance. If the issue persists, consider clearing cache or reinstalling the game.

This should not be crucial because it functioned well in earlier versions of BF4. The system specs include: Intel core i7 4702MQ, 2x250GB Samsung 840, 1TB SSD, 5400rpm, Nvidia GTX 750M, 4GB GDDR3, 16GB DDR3, 1333mhz.

A few days back there was a BF4 update, so this likely won’t function either way. I’ll wait for a newer version, but how would that work if editing the document doesn’t? If I change the settings file, it displays the changes in-game, yet they aren’t being applied.

Search for the my documents/battlefield 4 folder in game settings. Once located, enter the game and those folders and files will be rebuilt. Adjust them as desired and check if everything is set correctly. I believe it will work, I've dealt with similar issues before and fixed them.

It doesn't matter if you choose Origin cloud or not; it will be rebuilt...just in case.
