Have you reinstalled Skyrim, speedrunners, and other games? If not, maybe Steam isn't locating them due to the installation folder settings.
D3d8.dll is a DLL file, not a directory. Look for it if you haven't found it yet. You can also right-click the game, select properties, and adjust launch settings (at the bottom of the general tab). Try these commands one at a time: dxlevel 80, dxlevel 81, dxlevel 90, dxlevel 95, dxlevel 98.
