I cleaned my PC yesterday, clearing out dust and replacing the thermal paste. Temperatures were low in the 30s during idle time, but after playing Valorant it spiked to 70. I turned it on today and heard a persistent buzzing noise, probably from the radiator. All cables seem properly connected and everything is securely fastened; I’m not sure what’s causing the issue. Should I replace my AIO or adjust its position?

The sound seems to pause and resume intermittently. Could this be related to your phone's microphone or another source?

I mean it sounds alike to me when a fan bearing starts acting strange, but it spins at high speeds even when it's running slow. I'd assume the noise would stay steady in that case.

Once you referenced fan bearings, I switched off the three upper exhaust fans, and the noise disappeared. I realize it’s connected to the fans now.

Turn them off one by one, check how they work, confirm there’s no blockage. It seems likely they’re dead. Replace them soon—temporarily leave them off is okay.
