You can move the account to a PC. I won’t handle it myself since I only have a small amount of money in the 360 version from my playthrough, and I’d prefer to begin fresh.

They aren't sending the save file directly to your PC. You need to access it through your Xbox 360 and use the internet connection, or connect to a Rockstar server.

I plan to hit my 360 once it drops and tackle missions/heists until I reach around 10 million to purchase the best heist vehicles.

Only your online persona will shift. All changes were made to the single-player version first, followed by the online release about a month later. I tried playing online briefly, but Rockstar only supports saved accounts on their servers.
