Sure, that aligns. You're on Windows 10 with an older system—Asus Maximus 6 and an i7 4770. When the Ryzen 4000 5nm chips arrive, you plan to switch to a new CPU. If you remove the chipset drivers beforehand, should you be able to run without reinstalling Windows? You’ll also need to replace the motherboard since you want to upgrade from the i7 to the Ryzen.

It varies based on the upgrade you're doing. If your system has Windows installed on a boot drive and you move that drive to a new motherboard, it should function correctly. Make sure the system isn’t powered on during removal and the installation is completed properly to avoid corrupted data needing a full OS reinstall.

don't worry about reinstalling. The biggest issue you'll have is if your current windows license is an oem license. After a week it'll start telling you you need to activate and buy a new key. It will still work perfectly fine though so definitely no need to re-install the OS. Maybe just the odd 3rd party driver.
