I'm experiencing issues with Fallout 4 performance. It seems the issue might not be mine. I'm using a 980ti and benchmarks suggest a minimum of 55++ FPS, but I'm consistently below that. Particularly in Diamond City and the Sanctuary areas. Even with max settings off, God Rays on low, FXAA enabled, and view distance high, I'm struggling. I've set my FPS cap at 60 and disabled VSync in the INI file, but that's all I've adjusted so far.

What frame rate are you using? At 1080p you should keep it well above 60fps...

I captured a snapshot right away. If it looks unusual, I’ll revert now.

1080p works perfectly fine. I use 1440p and even adjusted the quality settings. The Shadow Draw distance is the only issue, as it significantly impacts performance in the city area.
