Am I the only one here who doesn't feel "perfect" the appropriated word for the GTX 1070 performance on 1440p? it is the sweetspot in cost sure but not "perfect", I would still go GTX 1080 for 1440p, at least. You could just skip it no problems on that but these higher resolutions are very demanding I doubt the GTX 2060 will be capable of providing the best 1440p experience... the GTX 2070 sure as it'll be more or less on pair with the GTX1080ti... but for 4k with a single GPU waiting for Volta is quite needed... the GTX 2080 and Titan XV will be the true first 4k cards in my opinion, the GTX 1080ti and Titan XP at least for me felt like the ultimate 1440p cards which in sli will finally give acceptable high end 4k performance.
