They managed the pace of the front-side bus (FSB). Blocking them to cut power would boost the FSB speed and consequently the CPU speed. I think by default the FSB operated at 1066 MHz, taping over one pin would raise it to 1333 MHz, taping over the second pin would push it up to 1600 MHz, though this only functioned correctly with certain CPU/motherboard pairs.
