If you locate an x86 image, set up the VM to boot it properly, and supply it with the necessary input, then it should work. The main issue is whether you got the image legally.

Emulators are permissible when they don't incorporate any original console components (such as firmwares). If they need those elements, you must create them yourself from your own hardware rather than purchasing copies online. Otherwise, it would violate copyright laws and become illegal. The same applies to the games—you must produce your own versions instead of using online copies. However, regarding the Xbox OS specifically... That won<|pad|> can be handled that way—it won't function. It's built exclusively for the original platform and won't even start on an x86 virtual machine.
