He’s earned more than £100 from Skins in CS:GO. I was wondering if you could transfer your Steam funds into real money, but then buy several Steam Hardware items from the store and sell them on Ebay at a lower price. Is that possible? And is it okay to do this? Make sure you’re not breaking any rules.

I don't understand why this would be against the rules, but that doesn't make it okay. Perhaps you could share your thoughts on Steam forums and ask a moderator for clarification.

Absolutely, it's perfectly fine. You're even offering Valva a 20% discount on the skin, which means they'll naturally accept their own Steam currency.

He should have traded his skins via the Opskins platform and avoided higher taxes compared to the Steam marketplace. In fact, he could have received cash from PayPal instead. Whatever he did end up with.

Consider offering it on OPskins or similar platforms. He likely prefers receiving £90 (or around £90 after fees) directly, rather than paying £100. It’s more convenient than selling through eBay and handling cash or bank transfers.
