If he needs to move drives, the IOEM version works well. You can reinstall it on the same machine as often as needed. The key is unique to one computer only.

Switch components and it doesn’t work—just inform Microsoft about the issue and they’ll fix it. Re-activation is handled automatically. Skip the full update if it’s not needed.

You can reinstall it without issues, but only on the same hardware. It seems restricted to that specific motherboard, so you're allowed to swap out the GPU, CPU, RAM, and storage.
