The title, basically I'm planning on getting a locked Core i5 and a B760 motherboard, will I be able to change the PL1 if sufficient cooling is provided?

The pl1 refers to a power cap, not a clock speed restriction. Several boards allow adjusting power limits on secured processors. I should also note that for many applications such as typical games, these limits won't be exceeded, meaning altering them shouldn't impact performance.

Only when reaching full capacity. Most tasks don't push the CPU beyond its maximum power setting, so changing it won't speed things up further.
